Of course the Shepherd must be able to teach!  But, this giftedness is only considered after the 3 C&#039;s.  A man who can preach but lacks self-control, also a gift from the Spirit, is not qualified to Pastor a church.  
Not all would agree, but a man whose past has been redeemed should be judged on where he is now.  In either case, the 3 C&#039;s argue for a lot more personal experience with anyone being considered for Pastoral ministry than most churches have with candidates!
